When The D.A. Wasn't Sober Historian Annie Mitchell found the following report of the Tulare County Grand Jury for April 16, 1863: We have examined the county jail and hospital. We find the jail in an uncomfortable and unhealthy condition, the bedding dirty, and not sufficient to make prisoners comfortable. We recommend a thorough cleaning of the institution, and that a stove be placed in it for the comfort of the prisoners who suffer from the cold and dampness of the jail. We find the hospital in a very good condition. We regret to call attention of the court to the fact that the district attorney was to a great extent and so much under the influence of spirituous liquor as to be unable to give us legal advice on many points; and if any acts of this body are not in accordance with the law, as laid down by their guidance, it is attributable to the incapacity of the legal advisor. {Signed} Nathan Baker, Foreman Los Tulares #151 [Annie's note: The district attorney in 1863 was S.A.
